Despite robust policy architecture spanning MyDIGITAL, the 12th Malaysia Plan, and the TVET Masterplan, entrepreneurial capability development within Technical and Vocational Education and Training (TVET) institutions remains fragmented. This paper argues that the policy\u2013practice gap constitutes a coordination problem challenge arising from structural misalignment across three interdependent institutional domains: policy direction, pedagogical enactment, and ecosystem integration. In response, the study develops an Integrated Digital Mentoring Framework (IDMF), which conceptualises digital mentoring to serve as a meso-level institutional coordination mechanism facilitating alignment through four interdependent processes: translation, embedding, alignment, and feedback. Theoretically grounded in institutional theory and mentoring theory, the IDMF offers a systems-oriented account of how entrepreneurial capability emerges through coordinated institutional interaction. The study extends mentoring theory to the institutional level of analysis and integrates previously fragmented scholarly domains into a coherent explanatory framework.
